Franco-Colombian researcher who formulated the fifteen-minute city: everything essential within a walk or a bike ride of home.

Moreno proposed measuring the city in time rather than in area. If work, school, shopping, the doctor and leisure are fifteen minutes away on foot or by bike, a large share of compulsory journeys disappears, and with them congestion, emissions and lost hours.

Paris adopted it as a government programme and from there it spread to dozens of cities. It has also drawn two serious criticisms worth knowing: that it can make the neighbourhoods that achieve it more expensive, and that without affordable housing it becomes a privilege rather than a right.
