Water is a resource not everyone can enjoy equally, and who runs out of it first is almost never decided by the climate. In 2018 Cape Town, a city of nearly four million, ordered its residents to use fifty litres per person per day and prepared for what it called Day Zero, the date when taps would close and people would queue for twenty-five litres at guarded distribution points; filling a bath uses around two hundred litres and a toilet flush fifteen. It begins in a catchment, gathers in a reservoir or an aquifer, travels along a main, passes through a treatment plant and enters a distribution network reaching the tap, and there are losses at every stage: evaporation takes part of the reservoir in heat and wind, and the network takes an enormous share. Cape Town itself estimates it loses close to a quarter of its water to leaks and unaccounted consumption, and many cities lose more. The second point is planning, and it is the one almost never debated. Water demand does not fall from the sky; it is designed. Dispersed growth of detached houses with gardens and pools multiplies consumption per inhabitant compared with compact apartment fabric, a golf course or a lawn park in a dry climate drinks like a whole neighbourhood, and tourism concentrates its peak demand exactly in the months of lowest reserves. What matters is the order of decisions: the plan approves growth first and asks where the water will come from afterwards, treating the resource as a guaranteed supply rather than a physical limit.

Who uses the water: two thousand litres against forty-one

The third point is distributive, and it is the most uncomfortable. A study of the Cape Town crisis estimated sharply different consumption by social group: elite households could exceed two thousand litres a day, low-income households used roughly 178 and informal settlements barely 41, and a minority of around 14 percent of the population used about half of the drinking water. When a general restriction arrives, the household using two thousand litres trims luxuries; the household using forty-one has nothing to trim, because it was already living its own Day Zero. Restrictions applied per household hit hardest those who were never the problem.

Barcelona's rehearsal, the memory problem and the counterargument

Spain has run the dress rehearsal. During the drought of 2022 to 2024, reserves in Catalonia's internal basins fell to a historic low near 14 percent and the Sau reservoir dropped to around 5 percent of capacity; an emergency was declared for the system supplying metropolitan Barcelona, with a cap of 210 litres per inhabitant per day, a ban on filling private pools, garden irrigation only with reclaimed water and some towns supplied by tanker truck. All of that happened in a European country with modern infrastructure. And when the rain returned, the most dangerous effect appeared: consumption went back to earlier levels, new approvals resumed and each drought cycle met a higher baseline demand than the last, because water is managed by today's reservoir level rather than the decade's trend.

The counterargument is solid: domestic urban use is a minor share of the total, irrigated agriculture takes the overwhelming majority of water in countries like Spain, and desalination, reuse and transfers can expand supply, so scarcity would be a technical and financial problem before an urban one. Yet this confuses volume with criticality. Cities consume a small proportion but consume it unpostponably and in concentrated form, competing in the same critical month, planning decides where demand will sit and at what pumping cost, and desalination carries an energy price somebody pays. The urban water question is who gets the last litres, and that is decided by pipes, plans and tariffs long before the drought arrives.
