Where your trash goes after you throw it away is the most perfect urban trick there is: at eight in the evening a black bag is left beside the doorway, by seven in the morning it is gone, and nothing has disappeared. The bag still exists, weighs the same and smells the same, and now sits twenty kilometres away in a place where other people live. An average resident generates around 450 kilos of household waste a year; multiplied by a whole city, that is a mountain that must be placed somewhere specific, with a postal address and neighbours. The question is who lives there, and the answer is the same in most cities: the people with the least income and the least power to refuse.

The journey has a few stops. The bag goes into a truck, reaches a transfer station and from there a treatment plant where usable material is separated. Valdemingómez: a technology park with neighbours
The best documented Spanish destination sits southeast of Madrid, in the Valdemingómez complex, which the administration calls a technology park and everyone else calls the dump. Up to four thousand tonnes are treated there daily, and its incinerator has burned close to 300,000 tonnes a year. Around it live tens of thousands of people, in the Ensanche de Vallecas expansion district, the Cañada Real informal settlement and several eastern metropolitan municipalities; the distance from the stack to the nearest homes is a few kilometres, the distance to the districts producing the most rubbish many more.

The siting mechanism is the properly urban part, and it works the same way almost everywhere, as Robert Bullard showed for the United States since the protests of Warren County in 1982. A waste facility needs a lot of land, heavy access and few restrictions, so cheap land is sought, and cheap land sits where incomes are low, the landscape already degraded or residents less able to organise and litigate. Once the plant is installed, the surroundings depreciate further, and that depreciation later attracts affordable housing, settlements and industrial uses. Environmental injustice is not decided once; it is reinforced at every plan revision, and calling a dump a technology park softens the minutes.
Scale, decentralisation and the counterargument
Scale adds to the injustice. Many cities centralise their whole system on a single site, which concentrates efficiency and also concentrates the entire impact on one population that bears 100 percent of the burden while the rest of the city bears none. Affected residents' associations usually ask for exactly this: decentralise treatment, especially of the organic fraction, which causes most of the odour and could be handled in smaller distributed plants. It looks like a technical debate; it is a debate about sharing burdens dressed up as logistics.
The counterargument deserves serious treatment. Waste has to go somewhere, concentration allows economies of scale, better gas cleaning and stricter control than twenty scattered plants, energy recovery with modern filters beats burying, and in Madrid the city reports that landfilling has fallen and odour complaints have reached a record low; systems can improve, and sometimes they do. None of that answers the distributive question. The facility must exist; it need not always sit in the same kind of neighbourhood, and a city that wants to be fair about its rubbish has to decide where the next plant goes with the same care it uses to decide where the next park goes.
