The mechanism is flows. A city exchanges goods and services with other places, receives population and information and takes part in relations of power, and those movements create connections of different intensity: some cities concentrate more functions and relations, others keep ties with nearby centres or with more extensive territories. Berry used statistical models to study those patterns, observing flows, comparing their distribution and identifying hierarchies and related areas. The city stops being a set of streets and buildings and becomes a node whose position depends on its connections; visible size explains only part, and the rest is explained by which connections it concentrates and which territories depend on them.

Functional areas, counterurbanization and long waves

His work went beyond static hierarchy. Berry studied the urban systems of India, Chile and the United States, proposed functional urban areas, regions defined by daily commuting rather than administrative limits, which statistical offices across the world now use; identified counterurbanization in 1976, the moment American population began growing faster in non-metropolitan areas than in big cities; and in Long-Wave Rhythms (1991) related the long cycles of the economy to waves of urban growth and infrastructure investment. His method, comparing urban systems with the same indicators, anticipated studies of global city networks.

Criticism from the critical turn and the empirical legacy

Criticism arrived with the critical turn of the 1970s. David Harvey, who had taken part in the quantitative revolution, abandoned it on the grounds that it described patterns without explaining the power that produced them, and Marxist and later postcolonial urban studies reproached Berry's models for their apparent neutrality and their origin in American experience. Berry responded by incorporating politics and history into his analyses, and his empirical legacy, hierarchies, functional areas, measured flows, remains the base on which critical theory argues.

Berry's lesson is that no city is understood alone. Its position in the system, what it receives, what it sends and on whom it depends, explains its growth, its specialisation and its vulnerability better than its administrative limits, which is why planning that looks only inside the municipality loses half of its object. Measuring connections, as Berry taught, is the first step toward governing a territory that works as a network even though it is administered in fragments.
