Participation is not an add-on but the condition for adaptation to work where it is most needed.

Melbourne, Sydney and Brisbane: from plans to practices

Cities applying that approach show results. Melbourne plans its urban forest with the goal of doubling canopy cover by 2040, prioritising the hottest neighbourhoods. Sydney combines energy retrofits of social housing with programmes that check on older residents during heatwaves. Brisbane, after the floods of 2011 and 2022, has reviewed where building is allowed and bought back homes in risk zones. None of them is fully resilient, but all have moved from plans to practices, which is where the research of McGuirk and her colleagues locates the difference.

The lesson for any city, in Australia or in Latin America, is that climate resilience is decided in everyday governance: in which budget is prioritised, whom the council partners with, which neighbourhood gets the first pilot project and who takes part in designing it.
